The program goal is to improve the observance of fundamental rights and freedoms in Ukraine. Drawing on its network of 23 member organizations throughout the country, the Ukrainian Helsinki Human Rights Union will work to protect victims of rights abuse through a network of legal advice centers and a program of strategic litigation. It will regularly monitor and report on the state of rights protection in Ukraine. The grantee will work to raise public awareness of human rights through a range of educational activities targeting young people and grassroots activists and will continue hosting an annual human rights documentary film festival. In 2008-2010, the grantee provided over 13,000 consultations through its legal advice centers and provided training to 350 educators and activists on key rights issues in Ukraine. Established in 2004, the union works to promote practical observance of the range of international human rights instruments to which Ukraine is a party.

The program goal is to consolidate and strengthen the philanthropic community in Hungary. During the grant period, the Hungarian Donors Forum will increase its membership, develop its member services, increase its organizational capacity and financial sustainability, and cooperate with similar organizations in Central and Eastern Europe on efforts to develop philanthropy. The forum was formally registered in 2005. The forum's mission is to promote philanthropy, support the development of civil society, and improve the effectiveness and impact of indigenous grantmakers in Hungary. Currently, the forum has ten members. The forum's main achievements to date include organizing the annual Top Philanthropist award for corporate donors, delivering capacity-building workshops to its members, and promoting good grantmaking practice.

The program goal is to strengthen leadership in the nonprofit sector in Central and Eastern Europe. To this end, the Trust for Civil Society in Central and Eastern Europe will partner with several European foundations to support fellowships for Central and Eastern European nonprofit leaders with their counterparts in Western Europe. The fellowships aim to build the capacity of participating organizations through developing the professional skills of key staff members. At the same time, the fellowships will initiate and deepen cooperation between Western and Eastern European organizations. In 2008-2010, 24 fellows from 13 Eastern European countries have benefited from the program by improving their professional skills, developing important contacts with peers in Western and Eastern Europe, and sharing these new skills and contacts with their own organizations.
